English Councils Plan to Dispose of Social Clubs and Leisure Facilities to Manage Finances

According to a latest survey of local authorities, English councils are planning to offload community centers, sports centres, and retail spaces as they bet on a fire sale of properties to stabilize finances.

Growing Financial Pressures Prompt Asset Sales

A coalition of councils representing major urban areas in the UK reported that six out of ten of local authorities are planning to sell assets to cover the rising costs of social services for vulnerable individuals.

Local governments have previously faced criticism for disposing of playing fields and land to shore up their budgets, but they argue they must continue to raise vital cash from property disposals or face insolvency.

This coalition said that a high proportion of councils seeking to raise money from a quick sale of holdings marked “a distinct shift from 2024, when the majority (six in ten) of municipal officials said they would focus on restructuring services and using savings to manage increasing fiscal pressures.”

Detailed Examples of Proposed Disposals

One local authority in Kent said its property management strategy included the sale of a retail complex in Rainham and a community venue in Rochester to raise £20m over the next half-decade.

  • A local golf course and business parks held in two English counties, which all generate rent for the authority, will also be sold under the strategy.

Council Tax Rises and Wider Fiscal Pressures

This research of councils in the key cities group, which includes several urban centers, further found that more than 70% of authorities will have to raise local levies next spring to cover the growing cost of essential services, higher levels of homelessness, and a longstanding accommodation deficit.

Medway council said it will proceed with property disposals after steep rises in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are adopting innovative approaches but some of these require time to deliver both better provisions and financial savings,” stated Vince Maple.

He added: “There are demographic pressures which will persist to add to the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is extremely difficult.”

National Trends and Projections

A survey of regional authorities this week also found local finances being strained by the growing number of children and adults requiring Send support.

A network of councils said that council deficits will hit 4.4 billion pounds a year by the end of the decade, as they grapple to manage rising needs.

Government officials have put off scheduled changes to the Send system until next year after a white paper setting out those reforms was recently delayed.

Disadvantage and Funding Gaps

According to the latest deprivation measures (IMD) covering UK local authorities, many key cities members were among the most disadvantaged in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 nationally under the latest deprivation indices,” noted the study.

“While only one key city is in the ten most deprived for deprived neighbourhoods countrywide, cities are much more prone to be in the most deprived fifth of England. The data underscores the extent of challenges confronting local leaders across major urban centers in the next twelve months,” the analysis added.

“Council officials have been explicit about the need for a fair and sustainable funding system that accounts for and addresses the real levels of deprivation and demand,” said a council leader.

“Lacking this, councils will persist to face impossible choices around which essential services to allocate spend to, and which to reduce, to the disadvantage of their communities.”

One in five of local authorities have reduced or weakened care services in the past 12 months, the study found.
